Starting in 1994, over 600 of the online Harris County Civil Court records include text describing the attorney fees and the judgments awarded to HOAs. The distribution of attorney fees is presented here.

The net judgment generally appears to include amounts sought by the HOA such as unpaid dues, interest, and late charges, but excludes attorney fees.

For 50% of filings: Home value is at least 74 times greater than the amount awarded to the HOA.
For 75% of filings: Home value is at least 49 times greater than the amount awarded to the HOA.
For 90% of filings: Home value is at least 29 times greater than the amount awarded to the HOA.

The analysis above compares the home value (foreclosure risk) to the amount awarded to the HOA. Over 500 filings are analyzed here. For each filing, "home value" is derived from the HOA median home value, which comes from HAR data. "Amount awarded to the HOA" is derived from the net judgment, which excludes attorney fees.
